A1 Baseline assessments and inception studies at national scale & Stakeholder mapping:
The first in line preparatory action aims to create a solid basis for the smooth implementation of the impending concrete implementation and dissemination groups of actions. This goal will be achieved through: a) The elaboration of a specific programme for food waste prevention and the improvement of knowledge base on the current state of waste treatment in the country.b) The identification of key stakeholders, and the assessment of their training, in order to successfully implement the capacity building and engagement actions (Action C7), c) A review of existing circular economy funding tools at EU level and an inception study for the full-scale assessment of pay-as-you-throw schemes (Action C6), and d) An explicit review of available standards and technical specifications of secondary materials, which will facilitate the smooth implementation of Action C6.
A2 Preparatory Technical & Economic Studies for Circular Economy demonstration projects:
In the 2nd preparatory action, all necessary technical and economic studies will be implemented for the construction and operation of three Enhanced Green Centres, one in the Municipality of Thessaloniki and two in the Municipality of Athens (Action C1), as well as for the installation of an Integrated Waste Management system in four insular and one mountainous areas (i.e. islands of Paros & Antiparos, island of Thira, island of Tinos, island of Alonissos, Municipality of Nafpaktia), as described in Action C2. Furthermore, the implementation of Action A2 will ensure that all permissions and licenses for the demonstration projects will be prepared on time. In parallel, a preparatory study for the development of networks of integrated management of hazardous household waste (HHW) in W. Macedonia and the Municipality of Athens will be completed, in order to implement Action C3.
A3 Inception study and assessment of potential for implementing Circular Economy in Key sectors :
This action will facilitate the implementation (in the context of Greece) of certain new EU waste legislation obligations, as these have been transposed into the national law, particularly by providing guidance to the municipalities for the household hazardous waste separate collection, the PAYT scheme and the use of Green Points and Reuse Centres to enhance reuse, separate collection and recycling rates. In addition, through the implementation of action A3, the potential of circular waste management in the agro-food sector and food waste prevention in all stages of the food supply chain will be explored and assessed, while good practices to boost their implementation in the country will be mapped. The outputs of Action A3 will either complement or comprise information and data tank for the implementation of both the preparatory and concrete implementation Actions of the project (e.g. A1.1, A1.3, A2, C2, C3, C4, C5 & C7).
